Why Qatar:

Qatar is a small country in the middle east rich in oil and gas. It has the highest per capita income in the Middle East.
Recently Qatar has been the destination to people affected by job restrictions in Saudi Arabia and people looking for new pastures.
It has a fairly large Indian population, about 20%, of which 50% is from Kerala.
While, jobs in other Gulf countries have remained stagnant or reduced due to the oil crises, it has increased in Qatar, thanks to the football world cup to be held in 2022.
A number of construction and infrastructure projects, as advised by FIFA, is underway requiring large pool of skilled and semi-skilled expatriates. This may have increased, though not significantly, with some Arab countries ordering their citizens to leave Qatar due to a diplomatic crises.
